Mountain House Council Weighs Playground Buy, Bonds, Land Changes

Residents near Altamont Neighborhood Park could see a new playground if the Council approves the equipment purchase, while the public hearing on land use changes north of Byron Road covers multiple neighborhoods and subdivision applications that could affect future development in those areas. Bond resolutions under consideration relate to financing for Community Facilities District 2024-1, which covers Improvement Areas No. 8 and 13.
The Mountain House City Council held its regular meeting on August 26, 2026, with an agenda covering a playground replacement purchase, on-call surveying contracts, bond resolutions, and a public hearing on land use changes north of Byron Road.
Public comments during the meeting were limited to three minutes per person.
The agenda included a presentation from the Mountain House Library, recognition of the Juneteenth Committee, and a Rotary Public Safety Officer of the Year recognition.
Public Safety presentations were provided in part by the San Joaquin County Sheriff’s Office, while the Fire and Emergency Medical Services presentation was given by the French Camp Fire Department.
A vehicle accident photo attachment on the agenda referenced the intersection of Mountain House Parkway and Mustang Way.
The Council approved minutes from the August 12, 2026 City Council meetings.
A consent item addressed a Report of Action Taken in Closed Session regarding a Settlement Agreement and Release with Mountain House Developers, LLC.
The Council considered approving a Cooperative Purchase Agreement with Specified Play Equipment Co. for the Altamont Neighborhood Park Playground Replacement Project. The agreement with Yossogroup Inc., doing business as Specified Play Equipment Co., is not to exceed $1,168,860.28, with a maximum total agreement amount of $1,285,746.31 including a 10% cumulative increase allowance.
The playground purchase would use OMNIA Partners Cooperative Contract No. R220201 to procure BCI Burke, LLC playground equipment. A Notice of Exemption numbered NOE-PW-03-26 was proposed under CEQA for the project.
The Council also considered approval of a Pre-Qualified Survey Consultant Shortlist and Master Consultant Agreements for On-Call Surveying Services under RFQ No. PWQ2602. The shortlist allows up to six pre-qualified firms, with total contract authority for each Master Consultant Agreement not to exceed $300,000 per agreement.
The initial term of the Master Consultant Agreements runs through June 30, 2029, with one optional two-year extension. Project-specific task orders under the agreements are subject to a not-to-exceed amount of $100,000 per consultant per fiscal year.
The Council was asked to adopt Resolution No. 2026-76 authorizing issuance and sale of special tax bonds for Community Facilities District 2024-1. Separately, the Mountain House Financing Authority was asked to adopt Resolution No. FA-2026-02 authorizing issuance and sale of Special Tax Revenue Bonds, Series 2026B. Both resolutions concern Improvement Areas No. 8 and 13 of Community Facilities District No. 2024-1 (Public Facilities and Services).
A public hearing was held to consider the MHD C-R Land Use Changes Project North of Byron Road, including amendments to the General Plan, Master Plan, Specific Plan, Zoning, and Parks, Recreation and Leisure Plan, along with four major subdivision applications.
The amendments under consideration are General Plan Amendment No. GPA-25-002, Master Plan Amendment No. MPA-25-002, Specific Plan Amendment No. SPA-25-002, and Zone Reclassification No. ZR-25-001.
The four major subdivision applications include TSM-25-002 (Tract 4265) and TSM-25-003 (Tract 4268), both located in Neighborhood I; TSM-25-005 (Tract 4270), located in Neighborhood J; and TSM-25-006 (Tract 3935), located in Neighborhood K.
The Council was also asked to introduce and conduct the first reading of an Ordinance approving Zone Reclassification No. ZR-25-001.
