Mountain House becomes California's newest incorporated city

Residents now live in a formally incorporated city rather than an unincorporated community. The council, not the county board of supervisors, now sets the budget, the tax allocation and the service levels — and every one of those decisions is now made at meetings you can attend.
Mountain House began operating as an incorporated city, ending nearly two decades as an unincorporated community governed from Stockton by the San Joaquin County Board of Supervisors.
The transition moves budget authority, land-use decisions and service contracts to a locally elected council. It also makes Mountain House the eighth city in San Joaquin County, and the first new city in California since 2011.
What changes immediately
Day-to-day services continue without interruption. Police protection remains under contract with the San Joaquin County Sheriff’s Office, and fire and emergency medical services continue through the French Camp McKinley Fire District.
What changes is where the decisions get made. Service contracts that were previously negotiated by county staff now come before the council in public session, with an agenda posted in advance.
What to watch next
The first budget adopted entirely by the new council is the document to read. It will show how property tax revenue is split between the city and the county under the transfer agreement, and whether the contract model for police and fire holds at current service levels.
Council meets on the second and fourth Wednesday of each month at 251 E. Main Street. Agendas are posted ahead of each meeting and past meetings are archived on the city’s video portal.
