Mountain House Council Weighs New Camera Contract, Water Plan

The Mountain House City Council held its regular meeting on July 22, 2026.

Staff recommended terminating Agreement A-2425-44 with Edgeworth Integration, LLC, which covered community camera system maintenance.

In its place, the council considered an initial three-year agreement with ezWave Inc. for camera system managed services, not to exceed $183,000, with the initial term ending June 30, 2029. The agreement includes an optional two-year extension not to exceed $150,000 and a change order contingency of up to $25,000 for future camera locations and equipment additions. Combined, the total authorized amount for the ezWave contract is not to exceed $358,000.

The council also considered Amendment No. 1 to Agreement A-2526-47 with Black Water Consulting Engineers, Inc., which would increase the agreement amount by $25,361, from $160,112 to $185,473, to add CII-LAM-LUCD compliance reporting services.

Staff recommended a resolution to place delinquent utility account service charges on the San Joaquin County property tax roll for fiscal year 2026/2027.

A public hearing was scheduled for adoption of the 2025 Urban Water Management Plan and Water Shortage Contingency Plan. Staff recommended the council authorize submission of the adopted plan to the California Department of Water Resources.

The council was also to consider a second reading and adoption of an ordinance regarding construction, demolition, and landscaping debris recycling and CALGreen recycling requirements.

Staff recommended the council receive and file the quarterly investment report.

Staff recommended the council adopt a resolution electing to become subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA).

The council considered a Professional Services Agreement with MoreThanTalk LLC for Communications Specialist Services, not to exceed $55,000 for an initial one-year term running through June 30, 2027.

Discussion items on the agenda included proposed land use designation changes requested by Mountain House Developers at six locations north of Byron Road, an update on the Neighborhood Park Restroom Project and procurement direction, the Altamont Park Playground Replacement Project update, a General Plan Status Update, and a Red Light Camera Update for July 2026.

The consent agenda included minutes from the June 9, 2026 meeting.

Public safety presentations were provided by Rank Security, Code Enforcement, Mountain House Police Services via the San Joaquin County Sheriff’s Office, and Mountain House Fire Department/EMS via French Camp Fire Department.

The meeting recognized Mountain House resident Jocelyn Komensen for publishing a book titled LEO and HIS BIG MISTAKES, and Mountain House Fire Department Engineer Christina Barsamian for her service as a support K-9 handler with K-9 Moose.

The council held a closed session for labor negotiations with the employee organization SEIU Local 1021, pursuant to Government Code section 54957.6, with Joe Kriskovich serving as the Agency Designated Representative and Labor Relations Consultant.
